Mrs. McKenna was born Ruby L. Rolland on Sept. 24, 1909, near Bogue. She was a homemaker.

She was preceded in death by her husband, Archie in 1995. The program, which is statefunded, includes assessing each youth who comes into contact with law enforcement including youth arrested for crimes, runaways and children in need of care. Case workers determine whether the youth can be released to parents, should be placed in foster care or the juvenile detention facility or needs other placement.

Grevas said the St. Francis program is run by a director, a case manager and four on-call, weekend and evening staff members. For fiscal 2006, the state has allocated about $80,000 for the program.
